Field and Field Turf Policies
All requests and requirements to use fields or filed turf fields or indoor fields shall be approved and assigned by the field schedulers/or designate only, as appointed by the Bays United Youth Soccer Association Board of Directors.
Financial Policy
- The Executive is responsible for setting and approving an annual budget for the Association.
- The Treasurer will present, at the Annual General meeting, the Financial statement of the Association.
- Any motion brought forward to a meeting of the Executive proposing an expenditure not included in the Budget, shall include a proposal for financing.
- The Budget shall include a fixed sum of money to be made available to,and shared by, all teams involved in the Island League finals, Coastal and B.C. Cup play out of District.The Executive shall be responsible for the distribution of these funds, at the completion of post-season play, to assist with transportation costs.
- There shall be no deficit budgets, and any cost over-run shall be covered in in the next year's budget.
- The BUYSA will pay for four vehicles and four drivers from one team for league and cup play upon required travel to Salt Spring Island, upon completion and submission of the Claim for Salt Spring Island Travel form.
- Fee Exemption Policy: Parents/Guardians who identify themselves to the Registrar(S) as being financially unable to pay the registration fee for their child or children, shall have their fee(s) waived, either in whole or in part, at the confidential discretion of the Club Registrar.A written request, from the parent/guardian involved, shall be made to the Club Registrar, and subsequently kept on file. The Club reserves the right to ask for financial information to verify the request.
Coaching Policy
- The Coaching committee is responsible for the development and maintenance of a Coaching Manual for Coaches and managers.
- The Association encourages and supports the best possible skill level for it's coaches. The Coaching committee shall determine the qualifications necessary for coaching at each age level, which shall be approved by the Executive.
- The Association adopts the COACHES GAME PLAN policies of The Sport and Recreation Branch of B.C. in partnership with Sport BC, The Coaches Association of B.C., The BC Recreation and Parks Association, and Promotion Plus. (see Appendix VII)
- The coaches of B.U.Y.S.A. individually and collectively adopt the following documents of the 'COACHES GAME PLAN' :
- Athlete's Bill of Rights
- Code of Conduct
- Using Power Positively
- Coaches will not grant special privileges to themselves or to their children, within their sphere of influence. It is recognized that a coach's child will normally be assigned to the team to which the coach in question is appointed. If however, the player does not rank in the top 16 players, in the case of a gold or silver team, assessed for their parent's team, then they shall be added as the 17th player to that team.
- Coaches will offer players, their own as well as others, every opportunity for advancement within their age group.
- Coaches, and other team officials, will respect the right of other club coaches at their level, to have equal access to the talent pool within their age group, for the purpose of providing all teams with an equal chance for success.
- The Association will endeavor to make available to athletes and parents copies of their respective 'FAIR PLAY CODES' in accordance with the COACHES GAME PLAN.
- Coaches will keep the sport of soccer within the Association in perspective by:
- Leaving the game at the field of play.
- Remembering that their athletes are children, and that children ultimately play for fun.
- Emphasizing the value of honest effort, skill development, and fair play.
- Ensuring against excessively lopsided victories by their teams.
- In the U-12 to U-18 age brackets, players may play at higher levels, upon the approval of the Coaching committee, in order to address an imbalance of players in adjacent age groups, or in situations where a player has been identified as "exceptional" in ability by the Coaching committee. In the latter case, a player from a younger age group may not displace a player from a team which has a full complement (i.e. 16 players ) of eligible players. Players moving up shall not take place to the detriment of the age group they are leaving.

- Each team is permitted to sign up to three out-of-district players in accordance with LIYSA policy. Out-of-district players may not displace a BUYSA player when programs are full (i.e.32 players for gold and silver teams ). However, out-of-district players, on the approval of the Coaching committee, may be added as the 17th and 18th players to the team in question.
- Each player is required to receive a minimum of one half of a game's playing time for each game attended. Variance from this rule requires approval from the Coaching committee.
- Coaches are not required to accept more than 16 players to their rosters. Teams shall have a maximum of 18 players.
- Coaches of individual teams shall receive no payment. In an exception to this rule, where efforts to find an unpaid coach have been unsuccessful, upon recommendation of the Coaching committee, and approval of the Executive, an honorarium to attract a qualified coach may be offered.In instances where a team wishes to obtain coaching expertise additional to what is provided by the Association, payment to an additional, expert coach or coaches, from the parents or guardians of the team members involved, is allowable on an anonymous basis.
The procedure for implementation is as follows: Should a team wish to hire additional coaching expertise, then the team manager shall apply to the Coaching Committee for approval. The application shall lead to the appropriate credentialling of the expert coach(s), by the Coaching Committee. Upon approval of the application, the Coaching Committee will facilitate the anonymous payment to the expert coach(s). (Updated October 3, 2001)
- h. The Coaching committee is responsible for determining divisional alignments. Criteria for determining approved variations from the standard format may include the following: i. A team representative ( usually coach ) shall apply to the Coaching committee for a variance. ii. The variance shall be in the best interests of the team. iii. The variance shall not compromise the age group as a whole, but should be of benefit. iv. Divisional formation shall be determined on an annual basis. (inserted October 3, 2001)The Coaching committee is responsible for the assignment of coaches to individual teams.
- The Coaching committee is responsible for submitting an annual budget request to the Treasurer, prior to the preparation of the Association's annual budget.
- The Coaching committee is responsible for providing, based upon its assessment of Coaching needs, coaching programs, upon the approval of the Executive, for the Coaching staff of the Association.
- The Coaching committee is responsible for determining the criteria for all player development programs associated with the BUYSA; these programs must be approved by the Executive. All player development programs occurring under the auspices of the Association, or by any means using the name or the resources of the Association, require approval of the Coaching committee.
Assessment Policy
1. The assessment process is equitable and fair to all players.
2. Every player in each division is eligible for assessments.
3. Attendance is mandatory for all players trying out for Gold and Silver teams.
4. All players and parents will be advised, within an acceptable lead time, as to the dates of the assessment process.
5. Players will be chosen for teams on the basis of objective and subjective criteria derived from the assessment process as well as from historical information on players collected from the previous year's coaches.
The assessment process will be directed by Club Technical Directors with the assistance of Staff Coaches. Gold and Silver Coaches that have been selected for the upcoming season will also be expected to participate in the assessment process. Only the participants listed above will be allowed on the field during the assessment process unless otherwise authorized by the Club Technical Directors. The final team selections in Gold and Silver are subject to the approval of the Coaching Committee and the Executive and will be determined as follows:
1. U13-U18 Gold and Silver teams require that the first 12 players named to the roster are agreed upon by the club Technical Director and the Coaching Committee. In instances where agreement is not met, the coach may request to meet with the Technical directors with representatives of the Coaching Committee (Updated 21 Feb 09)
2. U13-U18 Gold and Silver coaches may use their own discretion in naming player selections number 13,14,15,16 and beyond, as long as the player’s assessment data and/or historical play reasonably warrants their selection. (Updated 21 Feb 09)
3. In the event the coaches selections significantly differ from the assessment data, historical play, opinions of the technical Director and Coaching Committee, the coach will be required to meet a burden of proof for the selections. (Updated 21 Feb 09)
4. Where registration numbers and skill levels permit, teams in each age group shall be established on the basis of one gold and one silver select team with the remainder of players placed on balanced bronze. (Updated October 3, 2001)

4. Players that were not present at all assessments will likely be a discretionary pick of the coach based on historical play and agreement by the Technical Director and Coaching Committee. (Inserted 21 Feb 09)
5. Goalkeepers will be assessed separately by the Technical Director. Goalkeepers will also be required to take part in the regular assessment process. If the goalkeeper does not assess in the first 12 players named to the roster as agreed upon by the Technical Director and the Coaching Committee then the goalkeeper becomes a discretionary pick of the coach. 6. Items 1,2,3,4 and 5 above apply to U12 Gold teams playing Super 8 format as well, with the difference that the first 8 relate to the first 12 of an eleven aside team. (Updated and inserted 21 Feb 09)
6. Gold and Silver team player selections will be named within a four week period following the last assessment date for that division. A minimum of 15 players must be named to each of the Gold and Silver teams at these dates, and the selections must be provided to the Coaching Committee at same dates, unless otherwise stated or approved by the Coaching Committee. In the event a Gold or Silver coach fails to name the player selections, the Coaching Committee may name the Gold and Silver player selections. 7. Under approval of the Coaching Committee, Gold team player selections may be postponed until 3 days after the BC Cup finals are completed in instances where the incumbent Gold team for that age cohort is still competing in BC Provincial Cup. 8. If the division registration allows for more than one Bronze team, the Bronze team player selections will take place in early September in a team-balancing process approved by the Coaching Committee. (Approved by board April 21, 2005, updated on web May 8, 2006)
9. All players must be registered with the Association, prior to attending assessments. (Renumbered October 3, 2001, August 2005)
Player Policy
- All players shall receive copies of the COACHES GAME PLANAthlete's Fair Play Code ,and shall adhere to the tenets contained therein.
- All players, parents/guardians and coaches will adhere to the "Athlete’s Fair Play Code" and will acknowledge acceptance of the terms by the signing of the BUYSA Medical Form.
- Each player on each team should be included in team planning to include team goals and self-evaluation.
- Each and every team shall have an official of appropriate gender, as defined under Coaching policy at each and every formal team event.
- Every player, regardless of gender or ability, will have fair access to the resources of the Association.
Parent Policy
- The Association is responsible for developing and maintaining a Manual for Parents that outlines the responsibilities of parents, to their children and to the Association.
- All parents shall have access to copies of the COACHES GAME PLAN Parent's Fair Play Code ,and shall adhere to the tenets contained therein.
- All players, parents/guardians and coaches will adhere to the "Athlete’s Fair Play Code" and will acknowledge acceptance of the terms by the signing of the BUYSA Medical Form.
- A parent or guardian of each family registering a child with the BUYSA is expected to volunteer, in some capacity.
Gym Policy
- BUYSA will strive to provide gyms to encourage indoor soccer practice for league players to compensate for limitations to outdoor practice due to weather and light conditions.
- Gym allotment will be divided between girls and youth leagues based on the percentage of registration in each league.
- Younger players and/or those with limited or no access to outside fields for practice will be given a higher priority for gym access.
- Team coaches are responsible for the conduct and safety of league players while using the gyms.
Awards Policy
- The President shall designate a member of the Executive to be responsible for implementing the Association's awards policies, and for chairing the Awards committee.
- There shall be an annual awards ceremony, of the Association, held each spring at the completion of regular season play. The Awards committee, which shall include representation from the Coaching committee, is responsible for the presentation of awards. Coaches awards will normally be presented by the recipient's own coach.
- All teams of the BUYSA, in the U-12 to U-18 divisions, are required to participate in the awards program.
- The Coach, Assistant Coach(es), and Manager, of each team, will be responsible for identifying from one to three players, at their discretion, as recipient(s) of a Coaches' award.
- Players designated as recipients of a Coaches' award, shall receive their award in any one of the following designations, as determined by their team's officials:
- Most valuable player of the year.
- Striker of the year.
- Defender of the year.
- Most inspirational player of the year.
- Most dedicated player of the year.
- Best all around player of the year.
- Most improved player of the year.
- Midfielder of the year.
- Winger of the year.
- Coach's award.
- The Coach and/or Manager of each team are responsible for informing the Chair of the Awards committee as to their choices for Coaches' awards.
- The Chair of the Awards committee shall ensure that the officials of every team are informed about the Association's perpetual awards, and about the process of nominating a player on their team, if they should so decide,for one or more of the perpetual awards.
- Nominations for a perpetual award must be delivered in letter form, which provides documentation to support the nomination, to the Chair of the Awards committee, and signed by the Coach and/or Manager of the nominating team.Nominations from the Awards committee can also be made, not requiring a letter.
- For every perpetual award, wherever possible, there shall be a winner from the boy's division and a winner from the girl's division.
- Any Bays United player selected to a Provincial select team shall receive an annual award of $250, to be presented, whenever possible, at the annual awards ceremony.
- All players graduating from the BUYSA, shall be recognized at the annual awards ceremony.
- The Awards committee is responsible for determining the criteria for, and the recipients of, the 'Coach of the Year' awards. The winners shall be acknowledged at the annual awards ceremony. The Awards committee shall base it's choices upon nominations from team Managers who shall, upon being advised of the selection process by the Chair of the Awards committee, and if they so decide, advise the Awards committee by letter, providing documentation to support their nomination.
Henderson Park Policy
- This resolution and policy were passed by the BUYSA executive on Sept. 6, 2001.
Resolved that the board of directors of the Bays United Youth Soccer Association, in order to ensure the club's continued access to the Henderson Park playing fields, to foster better relations with the neighbourhood around Henderson Park and Uplands Elementary School, and to fulfil commitments made to the Oak Bay Parks and Recreation Commission and Oak Bay Council, approves the following policy with respect to the use of Henderson Park by Bays teams for both practices and games:
- Policy respecting the use of Henderson Park by BUYSA teams, members and supporters
- Avondale Rd. and Henderson Rd. are not to be used for parking or drop-off/pick-up. Parking and drop-off/pick-up are to be restricted to the parking lots of the Henderson Park Recreation Centre and Uplands Elementary School.
- All spectators are encouraged to view the game from the east sideline (the same side as the baseball diamond).
- Soccer balls kicked into yards bordering the field are not to be retrieved, except by the Bays official designated as the neighbourhood contact and at a time and place arranged with the resident/owner of the yard.
- In order to reduce the possibility that balls will be kicked into neighbouring yards and eliminate the nuisance factor of balls pounding on fences, portable goals should not be positioned along the west side of the field during practices.
- Noise levels from players at evening practices should be minimized and controlled.Excessive noise and foul language should be eliminated.
- Failure of Bays team players, parents and supporters associated with the Bays team or players, supporters, or officials associated with the opposing team to comply with this policy may result in penalties being assessed against the Bays team, up to and including revocation of the team's access to Henderson Park.
- Responsibility to communicate and enforce the [Henderson Park] policy
It is the responsibility of the Coaching Committee to ensure that division co-ordinators and coaches are aware of the policy respecting the use of Henderson Park by BUYSA teams,members and supporters and of the following stipulation.
Coaches and team managers are responsible for ensuring that parents and supporters associated with their team(s), and players, supporters and officials associated with their opponents comply with the policy throughout the season and any Cup games. Each team is responsible for designating one or more individuals who will enforce the policy for their practices and games.
- Disposition of complaints under the [Henderson Park] policy
Complaints made respecting the use of Henderson Park by BUYSA teams, members and supporters are to be directed to a Henderson Park Neighbourhood Relations Sub-Committee comprising three persons elected by the board.
The Sub-Committee will have the authority to review and dispose of all complaints and where appropriate, to levy penalties on teams contravening the policy. These penalties may include revocation of the team's access to Henderson Park.
The Sub-Committee's decisions are final and cannot be appealed to the board.
Amendment Policy
- Any changes to BUYSA policy, standing orders of the Executive, or Mission statement, require one month notice, in writing, to the Executive outlining the specifically proposed changes.
TEAM TRAVEL POLICY AND GUIDELINES
Introduction
The BUYSA does not have the financial resources to provide full funding for travel costs associated with teams playing league or cup games on Salt Spring Island or out of the Lower Island Soccer Association (LISA) District. It will however, assist teams by funding a portion of their transportation costs to and from their scheduled games. Transportation costs are defined as ferry costs for four vehicles and four drivers and a payment of 20 cents per kilometre for gasoline costs.
Travel To Salt Spring Island
The BUYSA will pay for a maximum of four vehicles and four drivers from one team for league and cup play upon required travel to Salt Spring Island, upon completion and submission of the Salt Spring Island Travel Claim Form. Travel costs are defined as:
- Actual ferry costs for vehicle and driver only
Completed claim forms and associated receipts must be submitted to the Treasurer.
Out of District Travel to: Island Invitational Cup – Gold League Finals, Coastal A, B and C Cup, and BC Provincial A and B Cup
The budget shall include a fixed sum of money to be made available to, and shared on a pro-rata basis, by all teams involved in the Island Invitational Cup – Gold League Finals, Coastal A, B and C Cup and B.C. Provincial A and B Cup play out of district.
The pro-rata share will be based on the following:
Upon presentation of receipts and approval by the Executive, up to a maximum of $600 per trip will be reimbursed for a maximum reimbursement of four vehicles and drivers for the following expenses:
- Actual ferry costs for vehicle and driver only; and
- 20 cents per kilometre for gasoline costs
The Executive shall be responsible for the approval of these claims and the distribution of these funds, at the completion of post-season play, to assist with transportation costs.
Receipts must be submitted to the Treasurer at the completion of the final or cup play and no payments will be made until all team travel claims for final and cup play are submitted and the pro-rata share can be calculated and approved by the Executive.
Teams are encouraged to undertake fundraising activities that will assist in reducing the teams financial travel costs. All fundraising activities must follow the BUYSA Fundraising Policy (House).
The Executive shall each year, apply on behalf of BUYSA teams traveling to the Provincial ‘A’ and ‘B’ Cup Championships, for travel grants available from both the governing local soccer association (Lower Island Soccer Association) and the designated Provincial Government sport agency.

Intra-Club Permit Policy
LISA allows teams in a club to bring up players from a lower division to play in league games by using an Intra-Club Permit. Intra-Club Permits cannot be used for Cup Play. The Intra-Club Permit is found on the LISA Website in the forms page. A maximum of 3 players are allowed to be permitted for any given game.
The following steps must be followed by all Bays United FC Coaches that wish to use an Intra Club Permit to bring up a player to play in one of their League Games:
1)The Coach looking to use a player from a lower division must first contact the Coach of the player or players to confirm with that Coach that they are agreeable to a player or players from their team being permitted.
2)Once the two coaches come to a mutual consent then the permitting Coach must contact the Youth Technical Director of Bays.
3)All Intra-Club Permits must be signed by the Youth Technical Director before they are faxed to LISA.
4)It is the responsibility of the Coach that is permitting the player or players that they fax the Intra-Club Permit to LISA by Friday of the week they wish to use the permit
5)The permitting Coach must keep a copy of the permit to present to the opposing Coach and Game Official before game time.
6)Not presenting the permit to the Coach of the opposing team may result in you forfeiting the game.
7) Failure by a Bays United FC Coach to follow any of these procedures will result in an automatic 2 game suspension from Bays United FC.
